Chariman / CEO


Atty. Jose Luis Vera is the incumbent Acting Chairman and Chief Executive Officer of the Al-Amanah Islamic Investment Bank of the Philippines, a subsidiary of the Development Bank of the Philippines. He likewise serves as a Director of DBP. 

Director Vera heads one of the country's leading property developers, Vernida Realty Development Corporation. He is also president of five radio companies- Quest Broadcasting, Advanced Media Broadcasting System, Real Radio Network, Raven Broadcasting Corporation, and Blockbuster Broadcasting System.

He is a director of the Home Mutual Development Fund and was in the Board of Directors of the Subic Bay Metropolitan Authority (1999-2003) and Philippine National Construction Corporation (1998-2001)Atty. Jose Luis L. Vera graduated from De La Salle University in 1979 with a degree in Commerce, finished his post-graduate studies in 1981 at the University of San Francisco, CA and obtained his law degree from the Ateneo De Manila and placed 18th in the 1992 Bar Examinations.

Professional Service Provider/Consultant


Ms. Idiosa B. Ursolino serves as the Senior Vice President and Operations Head of AAIIBP. Prior to joining AAIIBP, she was an Assistant Vice President of the Development Bank of the Philippines where she held various responsible positions in the branches, regional and head office, both in credit and operational matters for 29 years.

Ms. Idiosa B. Ursolino graduated from MS Enverga University in Lucena City with a course in Bachelor of Science in Business Administration major in Accounting (cum laude) and Banking and Finance in 1971, and finished her Master's Degree in Business Administration from the same University in 1995. She attended a post-graduate course in Housing, Planning and Building from the Institute of International Housing Studies (IHS) in Rotterdam, The Netherlands in 1991.

Legal Counsel


Atty. Ellen Aster B. Cabic-Garcia, completed her Bachelor of Laws at the Lyceum of the Philippines University in 2008. She took the bar examinations in the same year and was admitted to Philippine Bar on April 30, 2009. 

In September 2006 she joined Cortina and Buted Law Offices. She started in the firm as Paralegal and was promoted to Legal Associate - Corporate and Litigation Lawyer, when she passed the Bar. As a Corporate Lawyer, she acts as the Corporate Secretary of the Firm's corporate clients, Lawyer-in-charge of all corporate legal work such as doing business in the Philippines, tax-free transfer, mergers and acquisitions, capital increase and re-structuring, insolvencies, corporate rehabilitation and receiverships, dissolution, taxation, contract management/negotiations, government compliance requirements, and other related consultancy services. She attended hearings, prepares pleadings, handles labor and industrial relations work, and other litigation services.

Likewise, she also worked for Bernaldo Mirador and Director Law Offices from September 2003 to September 2006 as Corporate Services Specialist - Tax and Corporate Division. She prepared legal opinions and letter-requests for BIR Rulings, position papers, contracts and contract reviews. She also handled preparation of the requirements of the Securities and Exchange Commission, Philippine Exchange Commission, and other government institutions, relative to the firm's engagements under the Tax and Corporate Services Division. 

Atty. Cabic-Garcia joined the Bank in 2011 as Legal Counsel.

Head, Branch Banking Services - Marketing


Mr. Jose Quibranza-Villano joined the Bank on September 1, 2010, as the Head of Branch Banking, holding a position of Assistant Vice President. He used to work for Development Bank of the Philippines (DBP) where he held various positions. He retired from the DBP after 30 remarkable years of service as the Head of DBP Regional Management Center of Western Mindanao based in Zamboanga City, with a rank of Senior Assistant Vice President. 

A graduate of Bachelor of Science in Commerce major in Accounting and Masters in Business Administration in 1998, and a Career Executive Officer in 2007. Mr. Villano is a man for marketing/credit and branch operations having performed these two major banking functions in various capacities while with DBP. One of his greatest accomplishments in DBP was during his incumbency as Head of DBP Pagadian branch where in less than two (2) years at the helm, he turned-around the branch's performance attaining a positive income after six (6) years of negative results. He was then promoted as Head of DBP Zamboanga Branch and after a year was promoted as Head, RMC-WM, which position he held until his early retirement on Sept. 30, 2008 at the age of 56."

Acting Head, Compliance Office


Ms. Maharlika J. Alonto is currently the Acting Compliance Officer of the Bank. She was hired in March 2009 as Head of Accounting and Finance Department.

Ms. Alonto graduated from the University of the Philippines - Diliman with a degree in BS in Business Management and Accountancy in 2005, took and passed the board examination for accountants in 2006. She then joined Sycip, Gorres, Velayo & Co (SGV Co) as Associate Auditor and was promoted to Senior Associate Auditor. After 2 years in the assurance industry, she joined Amanah Islamic Bank in 2009. She currently holds 2 certificates on Islamic Finance from the Chartered Institute of Management Accountants (CIMA) - Certificates in Islamic Commercial Law, and Islamic Banking and Takaful.

Head, Compliance Monitoring Office


Ms. Alma De Leon Paculanan is currently the Bank’s Compliance Officer. She joined the Bank in 2008 and was assigned in Zamboanga Branch where she held various positions from Secretary to Cashiering. She was designated as Branch Head, in Acting capacity, from June 2009 until June 2014 when she was transferred and designated as Acting Compliance Officer. In October 2014, Ms. Paculanan took and passed the two-month Certificate Course in Strategic Compliance for the Banking Industry conducted by the Association of Bank Compliance Officers, Inc (ABCOMP) in partnership with De La Salle University (DLSU).

During Ms. Paculanan’s stint as AIB Zamboanga Branch Head, she actively joined and participated in the ZCBFA where she held various officer positions. The Association recognized her dedication to the fulfillment of ZCBFA’s mandate hence she was elected as President in 2013. Again, her sterling leadership came to rise when the Zamboanga siege happened for guiding the association during the crucial period. In addition, the Bangko Sentral ng Pilipinas awarded ZCBFA the Outstanding Regional Partner in Currency Program during her time as its President.

Ms. Paculanan graduated Cum Laude with a degree in Bachelor of Science in Accountancy in 1998 at Rizal Technological University (RTU) where she was an academic scholar. While deeply focused in work as the Bank’s Branch Head and Officer of the ZCBFA, she still managed to further her studies by enrolling at Ateneo de Zamboanga University under its Masters in Business Administration Program, where she earned some units.
