Supplemental/Bid Bulletin No. 2022-003 - Submission of Authenticated Documents for Pre-Qualification
To consider matters that are out of the control of the interested bidders, the SBAC, upon recommendation of the TWG, have agreed to temporary accept the submission of pre-qualification documents not yet authenticated but subject to the conditions listed below:
- Eligibility documents must be notarized by a duly appointed notary public or an officer duly authorized by law of the country to take acknowledgments of instruments or documents in the place where the act is done;
- Submission of the receiving copy of transmittal or any proof that documents were received by the appropriate Consular Office or by the appropriate Philippine foreign service establishment/post or the equivalent office having jurisdiction over the foreign bidder’s affairs in the Philippines;
- Authenticated Documents must be submitted on or before the deadline for the submission of bids scheduled on May 26, 2022, 12:00PM. Non-submission of authenticated documents shall be a ground for disqualification;
Further, the SBAC maintains the schedule for the deadline for the submission of pre-qualification/eligibility documents on May 16, 2022.
The foregoing shall form as an integral part of the bidding requirements. Any provision in the Bidding Documents inconsistent herewith is hereby amended, modified, and superseded accordingly.

Amanah Islamic Bank Receives Technical Assistance Grant From Asian Development Bank
To support Amanah Islamic Bank’s (AIB)pledge to become a full Islamic Bank, the Asian Development Bank (ADB) awarded a Technical Assistance (TA)grant for the capacity building of its staff, processes, and procedures.
In its project launch held virtually on August 6, 2021, Mr. Asghar Ali Syed, principal member od ADB’s Islamic Finance Working Group and Head of its Corporate Procurement, announced ADB’s full support in the socio-economic development and acceleration through the creation of Islamic banks and designated Islamic banking units. ADB’s TA aims to expand Islamic financial services in the Philippines under a suitable legal and regulatory environment.
Under the capacity building project, as explained jointly by Mr. Farrukh Raza and Manar Abbas, Founder/Group CEO and Director, respectively, of Islamic Finance Advisory and Assurance Services (IFAAS), AIB needs to develop new financial products that are Sharia compliant, competitive, and attractive to both Muslim and non-Muslim clients of the Bank with the aim of improving their livelihood and growing their businesses.
To this end, IFAAS, under the ADB-TA will deliver the following services to AIB categorized in 4 modules: Product Development, Shariah Governance, Train-the-trainer, and operational Implementation.
This announcement was welcomed by the Department of Finance Secretary, Carlos Dominguez III during his speech at the project launch ( https://drive.google.com/file/d/1IB-7sMh_dPlMXhlebx_0zhmJWveCmO55/view?usp=sharing ) and DBP President and CEO Emmanuel Herbosa. Pres. Herbosa is highly committed in supporting the Amanah Islamic Bank and with the passing of the Islamic Banking Law, he is very confident and looks forward to the Bank keeping its position in the industry.
Chairman and CEO Alex P. Bangcola of Amanah Islamic Bank likewise expressed his appreciation to ADB for the TA grant and his commitment to fully support the staff in the capacity building project.

Invitation to Bid for the Sale of Shares [BID]
INVITATION TO BID
1. The Al-Amanah Islamic Investment Bank of the Philippines (AAIIBP), through its Special Bids and Awards Committee, invites interested bidders to participate in and bid for the sale of Series “C” Shares pursuant to Section 8 of R.A. 6848.
2. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion.
Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for pre-qualification.
3. AAIIBP will hold a Pre-Bid Conference on 04 May 2022, 2:00 PM through video conferencing or webcasting via Google Meet which shall be open to prospective bidders.
4. Electronic copy of the Bidding Documents shall be sent by AAIIBP through electronic mail to Pre-Qualified Bidders. In order for the pre-qualified bidder to be allowed further participation in the bidding process, it shall pay a non-refundable fee (Participation Fee) in the amount of Seventy-Five Thousand Pesos (P75,000.00). Only those that have secured the Bidding Documents and paid the Participation Fee will be allowed to further participate in the bidding process.
5. For foreign bidders, eligibility documents shall be authenticated by the appropriate Philippine foreign service establishment/post or the equivalent office having jurisdiction over the foreign bidder’s affairs in the Philippines. However, for Contracting Parties to the Apostille Convention, the documents shall be authenticated through an apostille by the Competent Authority, except for countries identified by the Department of Foreign Affairs (DFA) that will still require legalization (red ribbon) by the relevant Embassy or Consulate.
6. Bids must be duly received by the SBAC Secretariat through online or electronic submission, on or before 24 May 2022, 12:00 PM. Late bids shall not be accepted.
7. Bid opening shall be on 24 May 2022, 2:00 PM through video conferencing or webcasting, subject to changes. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
8. The AAIIBP reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
